Bush told Congress he is allowed to suspend the requirements of the 1931 Davis-Bacon Act because Hurricane Katrina has caused a national emergency.
“The Davis-Bacon law requires federal contractors to pay workers at least the prevailing wages in the area where the work is conducted. It applies to federally funded construction projects such as highways and bridges.
“Bush's executive order suspends the requirements of the Davis-Bacon law for designated areas hit by the storm.”

I'm with Ronni on this one - first the people of New Orleans are made to suffer the most appalling barbarities by teh incompetence and callousness of those who claim to be looking out for them, then they are told they have to pay for being screwed...
A thought - is there any expectation that the contractors invoved will be required or even requested to make a contribution by cutting the return they are looking for? After all - its a national emergency, all hands to the pumps, blah blah vomit....
